27th Police Report on Profligacy of RM30 trillions

Police Report on Profligacy of national resources by Joshua Kong 3 February, 2009

I have lodged at least 26 Police Reports (2004 -2008) as per schedule A. These Police Reports cover a wide range of issues and in this report I would like to address some issues on official corruption, abuses of power, frauds, mismanagement, cronyism, sedition, scandals, parliament mockery, treason, security, sovereignty and how all these questionable practices had caused the profligacy of the nation's resources worth tens of trillions of Ringgit with hardship for most people.

2. In this report, I would like to ask the Police and the relevant parties to conduct investigation on the following persons (only some are listed here) as supported by various documents attached herewith. Those with Tun title should have its immunity removed for the good of the society at large as it is a desirable measure for further action of so called 'confession' of Tun Mahathir's speech on Corruption in Forum for the Global Competition in Riyadh, Saudi Arabia recently. The order of names listed below is not in order of importance as the alleged offences are not ranked here.

3. In the website of Corrupt list (Beta) World Chart for the Your Country's most Corrupted Politicians of http://corruptlist.com/countries/malaysia
The names of Malaysian leaders (some only) were Rafidah Aziz, Najib Abdul Razak, Taib Mahmud, Samy Vellu, Syed Hamid Albar, Abdul Rashid Abdul Rahman, Musa Hj Aman and Datuk Hj. Naim Mohamad - Perdasara as most corrupted persons as per schedules B & C.
3.1 Musa Hj Aman should be investigated thoroughly as plenty Police Reports on his questioned acts had been lodged and in this report I would like to refer to the following two items as follows:-
3.1.1 State Minister of Finance on the 100 contracts of Tourism, Culture & Environment
The fact of the case reported in conjunction with the Writ of Summons on Mazu Chong Kah Kiat against Musa Aman and 3 others as extracted below:-

(b) Before the abovementioned incident aforementioned, the Plaintiff in his capacity as the State Minister in charge of Tourism, Culture and Enviroment had on a number of occasions taken issue with the 1st Defendant over his action as the State Minister of Finance in awarding contracts within the purview of the Plaintiff's ministry without tender or first informing the Plaintiff . The awards relate to more than 100 contracts at a total value in excess of RM 60 million and included the contract referred to in item (a) above of these particulars; (see schedule D). Also available here: http://mazu-kudat.blogspot.com/. The Police should examine that statement if other projects of all State Ministries were subject to such treatment by Musa Aman.
3.1.2 The purchase of Saham Amanah Sabah (SAS) units for RM200 millions. (Schedule E & F)
The cost of such purchase appears to have been 'inflated' by some RM64 million using public fund based on the market value of the unit in August 2008 (see note in sch E) . The Police has to investigate on the modus operandi as how this amount of money had been recorded in the book of the Unit Trust Company SAS to ensure that no suspected hanky panky in this financial deal had occurred. Was there any 'transfer' of fund from SAS to any other account outside SAS for non investment purposes? The explanation titled "Increasing SAS value will take time: Tawfig" on 20th Nov 2008 as per schedule F appears to be misleading /misinformation. A WHITE PAPER is also in order since the incorporation of SAS till now.
3.1.3 Milek Perkasa's Land in Karamunsing Kota Kinabalu ended in private hands (Schedule G)
How did alienated state land of SEDCO's subsidiary end up in the hand of a private company "Accordon Sdn. Bhd.", linked to Musa Aman and UMNO as its State's Headquarter? How was the whole project now completed financed? Police Reports made in 3. UMNO Sabah and its landed properties(USH) KK/rpt/27530/04 21 Dec 2004 ** and 10. 3.2 Abdul Rashid Abdul Rahman in the following allegations (Schedules H, I, J)
In addition to schedule C, the following allegations were made against the ex Election Commission Chairman who retired on 30th December, 2008 when he made a statement of suing others as per schedule J. So has he taken appropriate litigation action in these two cases namely
3.2.1 400 acres in Pahang and land in Selangor (Schedule H)

About the 400 acres were awarded to Abdul Rashid Abdul Rahman in Pahang. There was the arithmetic discrepancies of 1,502 in Issued Ballot paper in Pekan, Pahang where the deputy Prime Minister (PM to be) was returned in Pekan with a very big majority of 22,922 in Pekan in General Election 2004 after only getting 241 majority in General Election 1999.
3.2.2 New Year's Eve celebration tonight has been cancelled! (Schedule I)

By Raja Petra Kamarudin 31st December 2008 when RPK challenged Abdul Rashid to sue him over serious allegations of frauds as per schedule I.
Abdul Rashid also not prepared to explain the discrepancies in my Police Reports on General Election 2004 and General Election 2008. [9. 3.2.3 Indelible Ink for General Election 2008
The handling of the indelible ink worth alleged amount of RM24 millions just a few days prior to polling day on 8th March 2008 need to be investigated if actually such questioned ink was indeed purchased?

4. Daim Zainuddin on his alleged 'ill gotten' wealth of tens of Billions Ringgit
There was a blog which stated that Daim Zainuddin was wealthy reportedly with RM65 billions and how did he accumulate such wealth? All other names mentioned in the blog as per schedules K, L, M & N should be similarly investigated. Is the proposed book already published?

5. Mahathir and his deeds then and now. Schedules O P Q R S.
5.1 Double birth dates (schedule O)
How can this be when double birth dates were used to mislead the people concerned since childhood? His credibility at stake with such scandal should be acted upon by the appropriate authority with the removal of all state and national titles awarded to him.
5.2 Project IC or Project M in Sabah as treason (P)
This had been reported to the Police by many concerned activists and one Police Report - 8. Identity Cards -genuine and dubious in the hands of illegals under P1/P2 'Project Mahathir' Karamunsing Rpt/0227/06 21 June 06 (Jointly with President of Consumer Association of Sabah & Labuan FT (CASH) & Hashima Hasbullah of CASH) remains unchallenged. This had resulted in 'ethnic cleansing' and worsened 'apartheid' in Sabah.
5.3 Social Contract 3 - is a seditious article. (schedule Q)
This article was published in Mahathir's private website or blog "Chedet" and the contents are deemed sedition as social contract as perceived is not in official records including the Federal Constitution. It is of paramount importance that such a scenario if it really existed in 1957 or later in 1969 should be properly documented for harmony in the multi racial society without threats to any sector of the society in national integrity. Such seditious article should be dealt with accordingly for breach of law.
5.4 Police Reports lodged earlier (R, S)

6. Abdullah Ahmad Badawi as prime minister in sort of allegation of scandals (Schedules T, U, V, W)
6.1 His alleged involvement in Asasatu's purported US$50 billion loan.
It is important that the allegation be cleared by the Malaysia Anti Corruption Commission and the Bank Negara and the Treasury as external debts via private arrangement is hardship for the people.
Full details of this massive alleged US$50 billions (RM175b) private loans by ASASATU TECHNOLOGY SDN BHD on behalf of the Federal Government for 9 Malaysia Plan are available in the Internet. Was this loan guaranteed by Bank Negara?

6.2 Petroleum Development Act 1974 [Act 144] (Schedule X)
PDA Act 144 is deemed to be ultra vires the Federal Constitution according to article 3 (3) of the Act by design. There are other violations which actually disqualified the Prime Minister as a personal capacity to be holding the premiership while as a 'director' of Petronas under Act 144 while interpreting the Companies Act 1965 in the context of position of control. It is appropriate that all ultra vires scenarios are breaches of authority and unsustainable in the context of public accountability, illegalities, transparency, abuses of power, corruption, cronyism, parliamentary mockery, public scandal, disorders, injustice, immoral and public dysfunction. A Royal Commission of Inquiry must be established to assess the situation since 1974 and justice be restored accordingly for national peace and harmony. Earlier police reports lodged as follows: - 7. 7. The impact of all these items have been the reasons of the Food and Fuel Prices Upheaval in Malaysia especially in Sabah although we have substantial fossil oil and other natural resources. Despite claim of fundamental economic strength, the prices of most goods and services remain very high since 5th June 2008 although the crude oil prices in the global market remain below US$50 for some months recently. When many oil producing countries on 5th June 2008 were charging much less as per schedule Y, Malaysia's pump price was RM2.70 per litre while Venezuela was RM0.16 per litre. According to the Petronas crude oil prices of 2004 of below US$50 (schedule Z), the pump price was RM1 per litre. Today, the pump prices remain unreasonable high with the petrol at RM1.80 per litre hence causing much hardship to the people of similar wages level of June 2008. The substantial savings of the oil subsidies since August 2008 have not been channelled to improve public transport and instead diverted into many other areas like by elections expenditure in Permatang Pauh and Kuala Terengganu and projects for the cronies plus patching up previous financial scandals especially Khazanah Holding was reported with a recent loss of RM18 billions in net assets as an example of national profligacy.

8. It is obvious proper investigations always denied by the appropriate authorities should now be implemented accordingly without fail or the failed nation is going into the unknown with much more burden for all in this era of globalisation when recession had been declared in several major economic developed nations. Some Governments have already collapsed. Justice must be seen to be served now. There are enough critical issues to be dealt with by several Royal Commission of Inquiry for the nation to move on towards better future in advancement or to be left far behind.

Saya telah bersarang sedikitnya 26 Laporan Polisi (2004 -2008) sesuai jadual A. Laporan Polis itu mencakup berbagai masalah dan dalam laporan ini saya ingin tangani beberapa masalah korupsi resmi, penyalahgunaan kekuasaan, frauds, salah urus, hasutan, skandal, persahabatan, parlimen ejekan, keselamatan bersambing kedaulatan negara dicabar dan berbagai derhaka. Perbuatan bermacam yang disoal ini telah menyebabkan kejangakan atau perbuatan membazir atau memboros bangsa negara dari sumber daya bernilai puluhan triliun dari Ringgit dengan kesulitan untuk kebanyakan orang.

2. Dalam laporan ini, saya ingin bertanya kepada pihak Polis dan pihak-pihak yang terkait untuk melakukan investigasi pada orang-orang berikut ini (hanya beberapa yang tercantum di sini) dan didukung oleh berbagai dokumen yang dilampirkan bersama ini. Gelaran Tun yang dikurnaikan mereka dengan judul harus memiliki kekebalan disingkirkan untuk kebaikan masyarakat luas sebagi tindakan yang diingini selanjutnya atas apa yang Tun Mahathir's akuan berkaitan rasuah diucapannya pada Forum Persaingan Global di Riyadh, Arab Saudi sedekat ini. Urutan nama-nama yang tercantum di bawah ini tidak berada di urutan pentingnya sebagai tuduhan pelanggaran tidak peringkat di sini.

3,1 Musa Aman Hj harus diinvestigasi secara menyeluruh kerana berbagai banyak Laporan Polis atas tindakan yang disoalkan yang telah bersarang dulu dan di dalam laporan ini saya ingin lihat berikut dua item sebagai berikut: --

3.1.1 Negara Menteri Keuangan pada 100 kontrak Wisata, Budaya & Lingkungan
Fakta kasus dilaporkan dalam hubungannya dengan Writ of Summons panggilan pada Mazu Chong Kah KIAT terhadap Musa Aman dan 3 orang lain yang diambil sebagai berikut: --

(b) Sebelum kejadian aforementioned tersebut di atas, maka Plaintiff dalam kapasitas sebagai Menteri Negara berkuasa Wisata, Budaya dan Lingkungan itu di sejumlah acara-acara yang diambil dengan isu pertama terdakwa atas tindakan-nya sebagai Menteri Negara Kewangan dalam pemberian kontrak di lapangan di kementeriannya tanpa tender dan tidak memberitahu plaintiff sebelum buat demikian. Pemberian kontrak itu berhubungan dengan lebih dari 100 kontrak dengan total nilai lebih dari RM 60 juta dan termasuk kontrak sebagaimana dimaksud pada item (a) di atas fakta-fakta ini, (lihat jadual D)
Pihak Polis harus memeriksa pernyataan bahwa jika projek lainnya dari seluruh Kementerian Negeri lain yang terganggu seperti perawatan oleh Musa Aman.
3.1.2 The pembelian Saham Amanah Sabah (SAS) 800 m unit untuk RM200 juta. (Jadual E& F)
Biaya pembelian seperti itu nampaknya telah meningkat oleh beberapa RM64 juta menggunakan dana publik berdasarkan nilai pasar dari unit pada bulan Ogos 2008. Polis perlu menyelidiki pada modus operandi seperti ini berapa jumlah wang yang telah tercatat dalam kitab Unit Trust Perusahaan untuk memastikan bahwa tidak ada dugaan selampik panky dalam menangani kewangan ini telah terjadi. Apakah ada pindaan dana dari SAS ke akaun lain di luar SAS ? Penjelasan yang berjudul "Peningkatan nilai SAS akan mengambil waktu: Tawfig" pada 20 November 2008 sesuai jadual M nampaknya menyesatkan / keterangan yang kurang baik. Kertas Putih atas hal ini juga perlu dibuat sejak SAS ditubuh.
3.1.3 Milek Perkasa Tanah di Kota Kinabalu Karamunsing berakhir di tangan pribadi (Jadual G)
Bagaimana alienated tanah negeri dulu anak perusahaan SEDCO berakhir di tangan perusahaan swasta "Accordon Sdn. Bhd", terhubung ke Musa Aman dan UMNO sebagai markasnya? 3,2 Abdul Rashid Abdul Rahman sebagai berikut tuduhan (Jadual H, I, J)
Selain jadual C, berikut ini dibuat tuduhan terhadap mantan Ketua Suruhanjaya Pilihan Raya yang pensiun pada 30 Desember 2008 ketika ia membuat pernyataan suing lain sesuai jadual J. Sudahkah ia telah diambil tindakan sesuai litigasi di kedua iaitu kasus

3.2.1 400 acres di Pahang dan tanah di Selangor (Jadual H)

Tentang 400 acres itu diberikan kepada Abdul Rashid Abdul Rahman di Pahang. Ada perbedzaan yang aritmatika dari 1502 di Issued kertas undian di Pekan, Pahang dimana wakil Timbalan Perdana Menteri (PM bakal) telah kembali dalam Pekan yang sangat besar dengan mayoritas 22.922 di Pekan pada PRU 2004 apabila dia setelah hanya mendapatkan 241 mayoritas di PRU 1999.

Abdul Rashid juga tidak bersedia untuk menjelaskan perbedzaan dalam Laporan Polis di Pilihan Raya Umum 2004 dan Pilihan Raya Umum 2008 [9. Pada pelaksanan dari Pilihan Raya Umum Nasional 11 dan 10. 3.2.3 Tidak terhapuskan tinta (indelible ink) untuk Pilihan Raya Umum 2008
Perlaksaan membeli tidak terhapuskan tinta jumlah RM24 juta (sangka) dibatalkan hanya beberapa hari sebelum hari pengundi pada 8 Mac 2008 perlu diinvestigasi jika benar-benar seperti pertanggungjawaban tinta memang telah dibeli?

4. Daim Zainuddin pada kekayaannya dengan puluhan billion Ringgit
Ada sebuah blog yang menyatakan bahwa Daim Zainuddin telah melaporkan kaya wewahnya dengan RM65 billion dan bagaimana dia menumpuk kekayaan seperti itu? Semua nama-nama lain yang disebutkan dalam blog sesuai jadual K, L, M & N juga harus diinvestigasi. Adakah yang diusulkan sudah menerbitkan buku?

5. Mahathir dan perbuatan itu dan sekarang. (Jadual O, P, Q, R S)
5,1 Dua tarikh lahir (jadual O)
Bagaimana ini akan ketika dua tarikh lahir yang digunakan untuk menyesatkan orang-orang yang bersangkutan sejak anak? Kredibilitasnya tentangan dengan skandal harus bertindak atas oleh pihak yang berkuasa dengan kewenangan yang dihapus dari semua negeri dan nasional judul diberikan kepadanya.
5,2 Projek IC atau Projek M di Sabah sebaga derhaka (Jadual P)
Ini telah dilaporkan kepada Polis oleh banyak aktivis yang bersangkutan dan satu Lapor Polis - 8. Kad Pengenalan asli dan ragu-ragu di tangan illegals di bawah P1/P2 'Projek Mahathir' Karamunsing Rpt/0227/06 21 Juni 06 (bersama dengan Presiden Persatuan Pengguna Sabah & WP Labuan (CASH) & Hashima Hasbullah dari CASH) tetap tak dicabar. Ini telah mengakibatkan 'pembersihan etnis' dan memburuk 'apartheid 'di Sabah.
5,3 Kontrak Sosial 3 - nampak adakah asutan derhaka artikel (sedition)? (jadual Q)
Artikel ini dimuat di Mahathir dari situs pribadi atau blog "Chedet" dan isi yang dianggap sebagai hasutan kontrak sosial dianggap sebagai tidak termasuk dalam catatan resmi Perlembagaan Persekutuan. Hal ini penting kerana dari sebuah skenario bahwa jika benar-benar ada di tahun 1957 atau pada 1969 nanti harus didokumentasikan dengan baik untuk kerukunan dalam masyarakat berbilang bangsa tanpa ancaman kepada sektor masyarakat dalam integritas nasional. Artikel harus disiasat dan diambil tindakan oleh pihak berkuasa dengan undang-undang yang ada.

6,2 Akta Pembangunan Petrolium 1974 / PDA 1974 [Act 144] (Schedule X)
Akta PDA 144 Undang-undang ini dianggap ultra vires Perlembagaan Persekutuan menurut pasal 3 (3) dari PDA. Ada pelanggaran lain yang sebenarnya didiskualifikasi Perdana Menteri kapasitas sebagai pribadi yang akan memegang sementara Premiership sebagai 'pengarah' dari Petronas di bawah undang-undang 144 selaku interpreting Akta Syarikat 1965 dalam konteks posisi kontrol. Hal ini sesuai bahwa semua skenario ultra vires adalah pelanggaran kuasa dan tidak sustainable dalam konteks akuntabilitas publik, illegalities, transparansi, penyalahgunaan kekuasaan, korupsi, persahabatan, parlemen ejekan, skandal publik, disorders, ketidakadilan, tuna susila dan penyelewengan fungsi publik. Suruhanjaya Siasat DiRaja harus didirikan untuk menilai situasi sejak 1974 dan keadilan dikembalikan sesuai untuk perdamaian dan kerukunan nasional. 7. Keburukan dari semua isu-isu telah menjadi alasan mengakibatkan Pergolakan Harga Makanan dan Minyak (FFPU) di Malaysia khususnya di Sabah meskipun kita memiliki banyak minyak fosil dan sumber daya alam lainnya. Meskipun klaim mendasar dari kekuatan ekonomi, harga sebagian besar barang dan jasa tetap sangat tinggi sejak 5 Jun 2008 meskipun harga minyak mentah di pasar global tetap di bawah US$50 se tong untuk beberapa bulan yang dekat. Ketika banyak negara yang memproduksi minyak pada 5 Jun 2008 harga minyak adalah jauh lebih tahap rendah sesuai jadual Y apabila Malaysia's pompa adalah harga RM2.70 se liter apabila Venezuela's harga ialah RM0.16 se liter. Menurut Petronas harga minyak mentah pada tahun 2004 di bawah US$50, yang merupakan harga pompa RM1 se liter. (jadual Z) Saat ini, harga pompa tetap keterlaluan tinggi dengan petrol di RM1.80 per liter maka menyebabkan banyak kesulitan kepada masyarakat pendapatan serupa tingkat upah Jun 2008. Tabungan yang besar dari subsidi minyak sejak Ogos 2008 belum disalurkan untuk meningkatkan transportasi umum dan sebaliknya dialihkan ke berbagai aktiviti lain seperti untuk perbelanjaan Pilihan kecil di Permatang Pauh dan Kuala Terengganu dan projek-projek untuk cronies plus 'patch up' skandal kewangan lain khususnya Khazanah Holding telah baru-baru ini melaporkan dengan hilangnya atau ruginya sebanyak RM18 billion dalam harta bersihnya sebagai contoh kejangakan nasional.
8. Ianya jelas benar penyelidikan selalu ditolak oleh pihak yang berwenang haruslah sekarang dilaksanakan sesuai tanpa gagal atau gagal akan menjadi bangsa yang tidak dikenali lagi dengan lebih banyak beban untuk semua ini di era globalisasi saat resesi telah diumumkan di beberapa negara-negara berkembang utama ekonomi. Keadilan harus dilihat akan dilayani sekarang. Terdapat cukup masalah penting yang harus berurusan dengan oleh beberapa Suruhanjaya Siasatan Di Raja supaya nagara kita boleh bergerak ke hadapan demi kebaikan negara dan rakyat keseluruhannya atau sebaliknya ditinggalkan ke undur sekalian.
